The prevention of mother-to-child transmission (PMTCT) programmes plays a significant role in the reduction human immunodeficiency virus (HIV) infections under-five age group and maternal mortalities. A phenomenological study on experiences HIV-positive women who utilised PMTCT services identified challenges affecting use those services. An enabling environment is required for effectiveness programme. purpose this paper to develop describe model enhancing HIV low-resource setting. was developed three sequential phases: empirical foundation, development description model. using Walker Avant’s steps theory development. Chinn Kramer’s criteria were used evaluate modified version Delphi technique peer review further refinement This emanated from findings doctoral thesis clients at central hospital Zimbabwe. procedure involved systems theory, concept identification, literature review, definition key terms identification elements model, after which developed, described, evaluated. encompass context, input, process outcome. will act as reference framework midwives programme planners with view utilisation quality
